I think your assumption is accurate to the level of what most world leaders also likely believe, however another fact is that we do have enough design science and engineering know how to have resources managed far better than they are currently. There is not really any problem we face that we don’t have resources and smarts enough to fix.

I see the real threat is there is no incentive for political ideologies to introduce collaborative governance and global collaboration , they just look out for their own political side.
