I think we are talking about two different problems. Unless you are removing voting itself as a mechanism (of the consensus, not the technical mechanism in the blockchain), what you are describing is not possible. Web3 does not have governance consensus “solved” as you describe, the best it could possible have is a way to process voting efficiently. “Consensus” is a psychological event, not just a programmatic one.
